AND POLICY

 

 

The Olmstead Missions Network is developing a website to connect persons with disabilities with caregivers / PA's (Personal Assistants). The objective is to match the right worker with the client. This website is supported by donations and is open to private parties that pay cash or by check, and clients of the Illinois Department of Human Services through their Home Services program. Illinois Department of Human Services PA's pays $13 per hour, and is considered to be Self Employment by the IRS. PA's can work as individuals or for an agency. Working as an individual pays more by DHS than if one works for a caregiver agency.

 

The concept of the PA program grew out of the need to have able body persons help persons with disabilities with their daily activities. Because a larger number of disabled persons are choosing to live independently,  the need for a good PA program grew. Since the needs of PA's greatly vary among disabilities, it was decided to allow persons with disabilities hire and train PA's. PA's became an extension of the body.

 

The Olmstead Network Missions is developing different programs to increase the number of PA's in workforce. This allows more persons with disabilities to live where they choose with dignity.

 

THE SINGLE MOM PROGRAM is our new program. This program was designed to help single moms obtain employment, and thus aid them obtain a new start on life. Single mothers can obtain employment by becoming PA's to persons with disabilities. Illinois Department of Human Services pays PA's $13 per hour, and is considered to be Self Employment by the IRS. The work experience can be rewarding. The PA and her baby will become like family to the client.

 

 

The duties for a PA various with the needs of an individual please with a disability. The duties listed on most service plans, include;

 

·       Cooking,

·       Cleaning,

·       Feeding.

·       Bathing.

·       Possible driving.

·       Age of 18 and older.

·       Minor police record.

·       No drug abuse.

PA / Caregivers wanting to get on the Chicago Access Living's PA list, call Kristina at Access Living, at 312-640-2093.  To get on PA list in a different part of Illinois, click on this link for the nearest Center for Independent Living.

 

CENTERS FOR INDEPENDENT LIVING

 

Many disabled persons like the company of babies and they can great babysitters.

 

The process of employment;

 

·   Client calls PA's from a  list.

·   After an interview, the PA is hired by the client if they like each other.

·   The PA is hired and the client pays cash

·   The PA is hired and is employment by the client. Because the client gets services from IL DHS the client and the new PA will be asked by DHS to fill out forms that the state requires. A copy of;

o SSI or VISA card.

o Drivers or state ID.

·   Forms sent to DSH local office.

·   Approval usually within 48 hours.

·   Employee receives time sheets and PIN number from DSH.

·   Pay check from the state ever 2 weeks.

·   Health insurance through SEIU Union after 6 months of work 30 hours per week, if the PA chooses to join. Union information can be obtained through DSH or by clicking on the union website.

·   Unemployment insurance and taxes withheld.

·   Employee becomes self employed.
