The OLMSTEAD MISSIONS NETWORK has learned that the State has decided to keep all of its seven State Operated Developmental Centers (SODCs) open at this time. The SODCs house people with developmental disabilities on 7 segregated campuses throughout Illinois. In 2014, the SODCs served about 1,700 people at a cost of $429 million. That’s over $250,000 per person, beyond the wildest budget dreams of people with disabilities who live in the community. According to Medill News Service, the State plans to transition 50 people a year from the SODCs to the community; that means it would take more than 30 years to close the SODCs. This is unacceptable.

 

At a time when the Olmstead Missions Network is advocating for more community-based disability services so that persons with disabilities are able to live where they choose, and are not warehoused and abused, the State’s commitment to keep the SODCs open appears highly questionable. Illinois is about to move thousands of persons with disabilities into nursing homes because they are being severely impacted due to lack of funding. This looks like a campaign promise being fulfilled, that many will be forced to suffer for the sake of the few. Some may think it is impossible to close the SODCs, but in fact California just reported to this link that it will close its last three institutions for people with developmental disabilities over the next six years, saving over $250 million. At least fourteen states are now institution-free. Illinois should hang their heads that warehousing and killing disabled persons is good business. If you don't agree, call legislators.
